Slice the beef into thin strips and set aside. Be sure to cut across the grain.
Cut the scallions into fine pieces.
Chop the cilantro.
Bring a pot of water to a boil. It should be large enough to hold the broccoli.
Prepare a bowl of ice water large enough to hold the broccoli.
Blanch the broccoli by adding it to the boiling water for 3 minutes, then removing the broccoli from the hot water and immediately plunging it into the ice water to stop the cooking process.
Remove the broccoli from the ice water after 1 minute and set aside.
In a large bowl, combine the soy sauce, rice vinegar, chopped garlic, chopped ginger, and half of the oil. Mix well.
Add the beef to the bowl and toss to coat the beef with the sauce.
Set the bowl of beef aside to marinate for 15 to 30 minutes.
Cook the noodles in unsalted water until they are tender.
Drain the noodles and rinse them under running water.
Heat a sauté pan or wok over medium high heat.
Coat the pan along its bottom and sides with the remaining oil.
Add the beef and cook for 2 to 3 minutes.
Remove the beef from the pan.
Add the broccoli and cook for 1 to 2 minutes.
Add the noodles and toss while cooking for another 2 minutes.
Add the beef and the marinade and stir fry for another 2 minutes.
